About this opportunity
The City of Lubbock and Citibus Transit are requesting sealed proposals for bulk motor fuel services—unleaded gasoline (Ethanol 10%), red dye diesel, and ultra-low sulfur diesel (15 ppm)—with proposals due November 5, 2026, at 2:00 p.m. via the Bonfire electronic portal or hand delivery, and a pre-proposal meeting scheduled for October 27, 2026, at 10:00 a.m. via Zoom.
Annual estimated fuel requirements total approximately 1,050,000 gallons of unleaded gasoline (transport loads) plus 42,000 gallons (bobtail), 1,000,000 gallons of red dye diesel (transport) plus 110,000 gallons (bobtail), and 513,100 gallons of ultra-low sulfur diesel (transport) plus 88,540 gallons (bobtail). Contractors must supply both transport loads and bobtail loads and provide daily rack and delivery price proposals based on OPIS Rack Average pricing for the day of delivery plus delivery charges, using the average net price published July 31, 2026, in the OPIS Daily Report for Lubbock, Texas. All fuel deliveries must comply with refinery-approved pipeline specifications; the City reserves the right to test fuel at any time, with costs borne by the Contractor if product fails compliance.
The contract term is one year with four optional one-year extensions upon written approval from both parties, beginning January 1, 2027. Contractors must maintain comprehensive insurance: Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit), Workers' Compensation ($500,000 per occurrence), and Pollution Liability ($1,000,000 occurrence/$2,000,000 aggregate).
Evaluation criteria are weighted as follows: price (50 points), supply adequacy (20 points), prior experience and qualifications (15 points), delivery capability (10 points), and fuel measurement and reconciliation processes (5 points). The City is tax-exempt and will provide tax-exempt certificates; proposal pricing must not include taxes.
