About this opportunity
The City of Austin is requesting bids on bulk motor fuels and fuel-related products and services for its vehicle and equipment fleet under IFB 7800 MLJ1046, with proposals due October 29, 2026 at 2:00 p.m. CT. The procurement seeks a single vendor capable of delivering a comprehensive contract covering unleaded gasoline, ethanol fuels (E10 and E85), diesel, biodiesel, renewable diesel, diesel exhaust fluid, and associated fuel-related services. Local and small-business discount preferences apply: local businesses receive 5% discount on bids up to $500,000 and 3% on bids between $500,000 and $50 million; small businesses receive comparable discounts; and small-business subcontractors on non-small-business prime offers receive 2% discount on bids up to $500,000 and 1% on larger bids. Bidders holding both local and small-business status qualify for both discounts stacked.
Pricing will be evaluated on a best-value basis with discounts applied prior to final price comparison. The contract commences upon execution and continues until all obligations are performed; the City retains the option to extend the contract term upon written notice, with potential economic price adjustments permitted during any extension period. All offers remain valid for 150 calendar days following the due date. Payment will be made within 30 calendar days of invoice receipt or deliverable acceptance, whichever is later.
Contractors must comply with the City's Living Wage Program and subcontracting plan requirements and provide comprehensive insurance coverage as specified in the solicitation attachments. The contract includes indefinite-quantity provisions allowing the City to purchase more or less than estimated quantities.
A non-mandatory pre-offer meeting is scheduled for October 13, 2026 at 3:00 p.m. CT via Microsoft Teams. Written questions are due October 16, 2026 at 4:00 p.m. CT. Electronic opening occurs October 29, 2026 at 3:00 p.m. CT.
