About this opportunity
The State of Maine Department of Administrative and Financial Services, Office of State Procurement Services, is requesting quotations for bulk liquid oxygen to supply eight fish hatcheries throughout Maine under RFQ 09A 260615-313, with quotations due July 7, 2026 at 4:00 p.m. Eastern Time. The procurement establishes a Master Agreement contract enabling state agencies to purchase liquid oxygen on an as-needed basis.
Deliveries are required to eight locations: Casco Fish Hatchery (Casco), Dry Mills Fish Hatchery (Gray), Embden Rearing Station (Embden), Enfield Fish Hatchery (Enfield), Governor Hill Fish Hatchery (Augusta), Grand Lake Stream Hatchery (Grand Lake Stream), New Gloucester Fish Hatchery (New Gloucester), and Palermo Rearing Station (Palermo). Each facility maintains a 1,500-gallon tank capacity. Estimated annual usage across all eight locations totals approximately 45,000 gallons, ranging from 3,000 to 9,000 gallons per facility, typically requiring two to six deliveries per year with highest demand during summer months.
The initial contract period runs August 1, 2026, through July 31, 2027, with four optional one-year extension periods extending through July 31, 2031. All quoted prices must include delivery charges under FOB-Destination terms and remain firm for a minimum of one year from contract start. The State anticipates making one award and reserves the right to make multiple or no awards.
Evaluation uses "Best Value" methodology, awarding to the lowest-priced qualified bidder meeting all specifications. Quotations must be submitted through the State's e-Procurement system (Advantage/Vendor Self Service) using the required Excel cost response sheet without alterations or external formulas, specifying unit prices per gallon for each hatchery location and estimated delivery days from contract award. Prices must exclude federal, state, and local taxes. Required documentation includes the Cost Response Sheet, Bid Cover Page, Responsible Bidder Form, Municipality/Political Subdivision Participation Certification, and Master Agreement Vendor Contact and Contract Signor Information. The State reserves the right to request proof of compliance within forty-eight hours; failure to provide such documentation results in bid rejection.
