About this opportunity
Howard County Auditor (Texas) is requesting bids for bulk fuel services—unleaded gasoline, ultra-low sulfur diesel, and dyed diesel for off-road use—with bids due September 10, 2026 at 10:00 a.m. and award anticipated September 14, 2026.
The scope covers three fuel types with specified annual volumes and storage capacities: unleaded gasoline (20,000 gallons annually, 6,000-gallon storage), ultra-low sulfur diesel (31,000 gallons annually, 4,800-gallon storage), and dyed diesel (40,000 gallons annually, 7,200-gallon storage). Delivery must occur within approximately 48 hours of order to the County Fleet Maintenance yard at 3604 Old Colorado City Highway, Big Spring, Texas. Howard County is exempt from federal excise tax, which must not be included in bids.
The contract period runs October 1, 2026 through September 30, 2027 and is subject to unilateral termination by either party with 15 to 30 days' notice. Bidders must submit pricing by component—rack price, profit, freight, state tax, and federal tax—calculating a total price per gallon, and provide rack pricing sheets from August 27, 2025 as supporting documentation. Invoices go directly to the Fleet Management Office or via email to permits@howardcounty.gov, with payment terms of net 30 days from statement date. Cost increases or decreases in fuel, taxes, or delivery fees pass through to the County based on purchase invoices.
Bidders with ten or more full-time employees must complete certifications regarding compliance with Texas House Bills 13, 19, and 89 (energy company boycotts, firearm discrimination, and Israel boycotts). A conflict of interest questionnaire must be filed with the appropriate records administrator no later than the seventh business day after bid submission. The County reserves the right to reject any or all bids and award to the lowest responsive and responsible bidder or the bidder providing best value. Sealed bids may be submitted via email to bids@howardcountytx.gov, mailed to P.O. Box 1949, Big Spring, Texas 79721-1949, or hand-delivered to the County Auditor's Office at 300 S. Main Street, Room 101, Big Spring, Texas.
