About this opportunity

The New York State Department of Corrections and Community Supervision (DOCCS) is seeking bids for a foundation repair and renovation project at Washington Correctional Facility's Visitor Hospitality Center, located in Comstock, NY. The procurement is an Invitation for Bids (IFB) for comprehensive foundation work, which includes excavating around the foundation, installing proper drainage, repairing cracked foundation walls, applying a waterproofing membrane, and removing and replacing existing decking and stairs. The project is specifically for the correctional facility's visitor center, which serves inmates' families during designated visitation days on Saturdays, Sundays, and holidays. Bidders are required to provide a base bid covering all labor, materials, equipment, and ancillary costs, as well as a "time and materials" rate for additional work. The mandatory site visit is scheduled for June 13, 2019, at 9:00 AM, with bid submissions due on June 26, 2019, at 1:00 PM. The contract period is set for six months, and bidders must demonstrate capability to meet insurance and workers' compensation requirements.

The contract is not designated as a Service-Disabled Veteran-Owned Business (SDVOB) set-aside, though the IFB does establish Minority and Women-owned Business Enterprise (MWBE) and SDVOB participation goals. Bidders will be subject to prevailing wage rate requirements, indicating potential opportunities for diverse business participation. The project will support the Washington Correctional Facility, which has a maximum capacity of 872 inmates and a daily average of 842 male inmates aged 18 and older. While specific budget ranges were not explicitly detailed in the provided documents, the comprehensive nature of the foundation repair suggests a substantial project investment. Notably, the procurement documents include technical drawings for the Visitor Hospitality Center and an initial bid cancellation notice, indicating potential complexity or prior challenges in the procurement process. Interested contractors should carefully review all documentation, particularly the technical specifications and requirements for foundation repair and restoration.
