About this opportunity

The Connecticut State Colleges & Universities (CSCU) has issued a Request for Proposal (RFP) soliciting services from a qualified independent third-party code consultant to perform comprehensive building and fire safety code compliance services. The primary objectives include conducting detailed plan reviews of working drawings, specifications, bid documents, and contract documents, as well as performing corresponding construction inspections to ensure strict adherence to the Connecticut State Building Code (CSBC) and Connecticut State Fire Safety Code (CSFSC). The consultant will provide these services for facility improvements and construction projects with individual total construction costs less than $3 million. Qualified respondents must demonstrate expertise in code compliance verification and have the capability to review technical documentation and perform on-site construction inspections across the CSCU system. The solicitation (CSCU-2023-16A-SO) was released on July 7, 2023, with proposals due by August 10, 2023, at 5:00 PM EDT. A vendor Q&A period is scheduled from July 7, 2023, at 10:00 AM EDT to July 21, 2023, at 2:00 PM EDT, during which potential bidders can seek clarification about the RFP requirements.

The RFP does not specify any specific set-aside designations, disadvantaged enterprise requirements, or restrictions on the types of organizations that can respond. The solicitation is open to all vendors capable of meeting the technical and professional service requirements. No incumbent vendors or current contractors are mentioned in the documentation, and there are no explicit details about existing infrastructure or technology integration requirements. The RFP is structured as a professional on-call services contract designed to prequalify vendors for future project work, with delivery terms specified as Free On Board Destination and payment terms to be vendor-specified. While no specific award value or budget range is provided, the scope is limited to projects with individual construction costs below $3 million. The intent is to establish a pool of qualified consultants who can provide building and fire safety code compliance services for CSCU facility improvements and construction projects primarily located in Hartford County, Connecticut.
