About this opportunity
The City of Hialeah is requesting Statements of Qualifications from qualified design-build firms to provide programming validation, architecture, engineering, permitting, preconstruction, construction, commissioning, occupancy, and closeout services for a new approximately 98,000 gross square-foot building to house the building department and associated services, with SOQs due November 11, 2026. The aggregate amount payable under the design-build agreement may not exceed $45 million.
Minimum qualifications require ten consecutive years of continuous design-build performance; all required State of Florida licenses and certifications; at least two completed or substantially completed design-build projects valued at $25 million or more or containing at least 60,000 GSF within the preceding ten years; and a surety letter confirming bonding capacity for performance and payment bonds equal to 100 percent of the contemplated construction amount with a single-project capacity of at least $45 million. Respondents must provide three public-sector references demonstrating completed civic, governmental, or administrative facility experience and disclose all current design and construction projects with status and anticipated completion dates.
The project will be delivered at the City's municipal civic site near Palm Avenue and East 6th Street and includes associated site, utility, public-realm, technology, security, and existing-facility interface work. The City seeks full building occupancy no later than August 31, 2028 and places substantial weight on earlier lawful occupancy of usable portions of the building.
Respondents must not include fees, rates, construction prices, or other compensation proposals in the SOQ. Following final ranking, the City intends to negotiate phased services, a guaranteed maximum price within the stated ceiling, and guaranteed completion dates with the highest-ranked firm. The City reserves the right to terminate the agreement at the conclusion of Phase 1 if a mutually acceptable guaranteed maximum price cannot be reached within the $45 million ceiling.
A non-mandatory pre-proposal meeting is scheduled for October 23, 2026 at 10:00 a.m. via Zoom. Questions and clarifications are due November 3, 2026 at 2:00 p.m. Award will be made by City Council following the Mayor's recommendation based on evaluation criteria scores and rankings. Performance and payment bonds equal to 100 percent of each project's total are required after award approval.
