About this opportunity

Sherburne County Parks & Recreation Department is requesting proposals for building deconstruction and salvage services at Two Inlets at Bde Heaka - Omashkooz Zaaga'igaans Regional Park in Clear Lake, Minnesota, with proposals due September 4, 2026, and a mandatory site tour on August 5, 2026.

The scope spans two phases. Phase 3 (Priority 1) includes full deconstruction of two residential houses (one with asbestos abatement), two shoreline camper cottages, and a three-sided horse barn, with work to begin after April 1, 2026 and completion required by June 1, 2026. Phase 4 (Priority 2) encompasses a three-story walkout home with full-sized basement swimming pool, beginning no earlier than November 1, 2026 and concluding by June 1, 2027. The core objective is to maximize material recovery and reuse while minimizing landfill disposal. Materials targeted for recovery include wood products (floor joists, dimensional lumber, beams, flooring), windows, brick or stone blocks, fixtures, cabinets, light fixtures, plumbing fixtures, doors, railings, carpet tiles, and ceiling tiles. The contractor must remove and properly dispose of all hazardous materials — mercury-containing devices, asbestos, lead-based paint, PCBs, CFCs, and petroleum-contaminated soils — in accordance with Minnesota regulations. Building foundations and slabs remain in place; basements must be cleaned of all solid and hazardous waste, then backfilled with clean sandy soil matching native site soils. The selected contractor must complete a detailed report documenting final weights of salvaged, recycled, and disposed materials and waste-stream disposal locations.

All work proceeds under Tribal and Archaeological Monitoring with cultural sensitivity protocols accommodated as identified through County consultation with Tribal Monitors. The County prioritizes contractor experience in deconstruction and disassembly, hazardous and solid waste removal and disposal, and working with culturally and ecologically sensitive resources; cost is considered but is not the determining factor. Questions are due August 21, 2026 at 4:30 p.m. CST, with written clarifications issued by August 28. Contract award is anticipated upon Sherburne County Board approval on October 6, 2026. The County reserves the right to reject any or all proposals, cancel the RFP, extend deadlines, and negotiate with selected or multiple contractors.

Opportunity text

The selected Priority 1 and 2 structures onsite are to be deconstructed or disassembled in such a way as to maximize the amount of materials for reuse and/or recycling, thereby reducing the amount of materials to be landfilled. In the deconstruction/disassembly, materials expected to be removed and recovered are wood (floor joists, dimensional lumber, wood beams, wood flooring), fixtures, modular office furniture, windows, brick or stone blocks, cabinets, casing around doors and windows, light fixtures, mantels, molding, plumbing fixtures, solid wood doors, stair treads and railings, stone details, radiators, shutters or siding, carpet tiles, ceiling tiles, and any other salvageable marketable materials. The building foundations and slabs are to remain in place. Basements are to be cleaned of all household solid waste and household hazardous waste, then back-filled with clean sandy soil that is similar in structure to native soils of the site. The selected contractor for the deconstruction/disassembly will also be required to Complete the report template attached to the RFP as Exhibit D documenting the final weight of materials salvaged, recycled, and disposed of and the final disposal location of all waste streams.
