About this opportunity

The state of Oregon, specifically the Department of Public Safety Standards and Training (DPSST), is seeking a sole-source procurement for Building Automation Software utilizing Automated Logic WebCTRL. This contract represents a continuation of an existing building automation solution that has been in place at DPSST for multiple years. The procurement is specifically focused on maintaining the current technological infrastructure through Clima-Tech Corporation, which is identified as the exclusive regional vendor for this solution. The contract opportunity was posted on December 28, 2023, with a response deadline of January 4, 2024. Interested parties or potential protestors are directed to contact Adam Bergerson via email at adam.bergerson@dpsst.oregon.gov to challenge the sole-source determination, in accordance with Oregon Administrative Rules (OAR) 137-047-0275 and 137-047-0710. The procurement process allows for potential challenges to the sole-source designation, providing a mechanism for potential alternative vendors to raise concerns about the limited competitive process.

The procurement appears to be a direct, non-competitive acquisition specifically targeting Clima-Tech Corporation as the sole provider of the WebCTRL building automation system. No specific set-aside designations or restrictions on respondent types were explicitly mentioned in the contract opportunity description. The existing infrastructure is centered on the Automated Logic WebCTRL system, which has been the standard building automation solution for DPSST for an extended period. While no specific budget range or award value was disclosed, the procurement suggests a continuation of an existing technological deployment. The sole-source nature of the contract implies that Clima-Tech Corporation has been the incumbent vendor and will likely continue in that role. The procurement is specifically focused on maintaining technological continuity and efficiency within the DPSST's existing building automation infrastructure.

Opportunity text

Automated Logic WebCTRL has been the building automation solution of record at DPSST for many years; this new contract is a continuation of that solution and an efficient use of existing infrastructure. Clima-Tech Corporation is the exclusive regional vendor of record for this solution. In accordance with OAR 137-047-0275 an Affected Person may protest the determination that the solution is available from only one source per OAR 137-047-0710 via email to adam.bergerson@dpsst.oregon.gov.
