About this opportunity

The Maryland Department of the Environment (MDE) is soliciting price bids for the Buffalo 422 Pumping Maintenance Project located in Allegany County, with proposals due by May 15, 2025. The contract involves comprehensive environmental maintenance and infrastructure upgrades at an abandoned mine land site, including road access improvements, sediment removal, water bar installation, and infrastructure relocation. Specific project deliverables include upgrading existing access roads, installing an access gate, removing and disposing of sludge from an existing pumping pond, relocating a pump building with interior hookups, and burying schedule 80 PVC piping while replacing all associated fittings and valves. Contractors must demonstrate capability to complete complex site rehabilitation work, including revegetation of disturbed areas and adherence to environmental restoration standards. The project requires precise technical execution, with contractors expected to follow detailed engineering plans that outline specific construction sequences and environmental compliance measures.

The procurement appears to have several set-aside and compliance requirements for potential bidders, including mandatory completion of the Applicant/Violator System (AVS) Contractor Information Form and submission of various affidavits covering nondiscrimination, conflict of interest, and legal history. Small businesses, veteran-owned businesses, and minority-owned enterprises are encouraged to participate, with specific certification fields available on the Bidder/Offeror Information Sheet. While a specific contract value is not explicitly stated, the comprehensive nature of the project and the detailed engineering plans suggest a substantial infrastructure investment. Contractors must provide comprehensive legal disclosures, including a Legal Action Summary detailing current and past legal proceedings, and demonstrate compliance with Maryland state procurement regulations. The project appears to be funded through the Maryland Board of Public Works, with oversight from the Land and Materials Administration Abandoned Mine Land Division.
