About this opportunity
The Wisconsin Department of Natural Resources is soliciting competitive bids for invasive brush treatment and forestry mowing services across approximately 150 acres within the Black River State Forest, distributed across two separate tracts located in Jackson County. The procurement encompasses understory forestry mowing operations at two sites: the "Nightmare Before Christmas 2" site (T21N R4W Sections 25 & 26, Town of Brockway) located approximately 2 miles southeast of Black River Falls with ATV/Snowmobile trail access, and the "Buckthorn Haven" site (T21N R2W Sections 30 & 31, Town of Millston) located approximately 8.5 miles southeast of Black River Falls accessible via Hunter-Haven Road. The primary deliverable requires contractors to operate drum-style brush mulchers/mowers to eliminate invasive brush, primarily glossy buckthorn, reducing all vegetation and coarse woody debris to ground-level mulch to facilitate subsequent ATV/UTV access for broadcast herbicide treatment. Critical specifications mandate that all brush and debris be mulched with no debris permitted on ATV/Snowmobile trails, and any debris inadvertently placed on trails must be promptly removed. Prospective bidders are strongly encouraged to conduct on-site evaluations prior to bid submission. The deadline for proposal submission is April 22, 2026, with all technical questions due by April 13, 2026 at 4:30 p.m., directed to Konrad.plachetta@wisconsin.gov. The posting date was March 30, 2026.
The procurement documentation provided does not specify set-aside designations, disadvantaged enterprise restrictions, or incumbent vendor information. No current contractor listings, technology integration requirements, or existing infrastructure specifications are detailed in the available materials. The contract award value or budget range is not disclosed in the posted opportunity documentation.

It is expected that all of the brush and coarse woody debris will be mowed down to ground level and reduced to mulch. No debris allowed on the ATV/Snowmobile trail. Any debris that does wind up on the trail must be promptly removed. Prospective bidders are urged to examine site for evaluation prior to bidding. Questions are due April 13, 2026 at 4:30 pm.
