About this opportunity
The City of Buckeye, Arizona (via the Arizona Department of Transportation as the administering agency) is soliciting bids for installation of fiber optic conduit, cables, and ethernet switches to extend the city's traffic management system along Miller Road (between Pima Street and Monroe Avenue) and Monroe Avenue (between Miller Road and Eason Avenue), with bids due October 23, 2026 at 11:00 a.m. Mountain Standard Time. Prospective bidders must be ADOT-prequalified and registered on the project Plansholder List as a Prime contractor — a restrictive eligibility gate.
The scope includes fiber optic conduit and cable installation, ethernet switches, and connections to existing traffic signals and related equipment. Prior to construction, the contractor must conduct an inventory to verify existing infrastructure conditions and schedule pre-activity meetings with the Engineer at least five working days in advance of planned work activities.
The programmed contract amount is $1,936,873 with a completion timeline of 226 calendar days. The successful bidder must provide a 10 percent electronic proposal guaranty and Performance and Payment Bonds each equal to 100 percent of the bid amount.
The project is federally funded and subject to Federal-Aid Construction Contract requirements, Davis-Bacon prevailing wage determinations, Equal Employment Opportunity compliance, and Title VI non-discrimination assurances. Prohibited products from specified telecommunications and surveillance equipment manufacturers are expressly forbidden. During the transition period of revised Federal DBE regulations (49 CFR Part 26, effective October 3, 2025), ADOT is not establishing DBE contract goals or counting participation toward overall DBE goals; however, contractors are encouraged to employ DBE neutral efforts and must maintain detailed records. Bidders must submit a Bidders/Proposers List in the Arizona Unified Transportation Registration and Certification System (AZ UTRACS) no later than 4:00 p.m. on the fifth calendar day following bid opening, with failure to do so resulting in ineligibility for award.
