About this opportunity
The State of Maine Department of Administrative and Financial Services, Office of State Procurement Services, acting on behalf of the Department of Inland Fisheries & Wildlife, is requesting quotations for brush mulching services at the Bud Leavitt Wildlife Management Area in Charleston, Maine, under RFQ 09A 260914-0042, with quotations due October 9, 2026 at 4:00 p.m. Eastern Standard Time.
The scope covers mulching 3.2 acres of American Woodcock habitat blocks where trees and woody vegetation have overgrown. The awardee must provide an excavator equipped with a hydraulically powered forestry mulching head (minimum 100 horsepower with at least 30 gallons per minute hydraulic flow) to sever all stems 6 to 12 inches above ground and mulch them in place while minimizing ground disturbance. Bidders must identify the specific carrier and mulching head to be used and submit an Equipment Eligibility Form with their quotation.
Quotations are evaluated on a best-value basis, with award made to the lowest-priced qualified bidder meeting all specifications. No best and final offers will be solicited; bidders must submit their best pricing with initial quotations. All bids must remain valid for 180 days from submission. Payment terms are net 30 upon receipt of acceptable invoices referencing the Maine contract number. The State is exempt from federal, state, and local taxes and will not include these in payment calculations.
The estimated project start date is October 28, 2026. A non-mandatory pre-bid meeting is scheduled for Thursday, September 24, 2026, at 3:00 p.m. at the project site access point on Route 15 in Charleston. Submissions are made through the State of Maine's electronic procurement system (Advantage Vendor Self Service). The State reserves the right to negotiate contract finalization at the quoted rate and may withdraw award and negotiate with subsequent ranked bidders if acceptable contract terms cannot be reached with the selected bidder.
