Required certifications include FAA Part 137 pilot certifications and Texas Department of Agriculture Commercial Pesticide Applicator Licenses. Aircraft must be equipped with GPS guidance systems and meteorological equipment. Evaluation criteria are weighted as follows: demonstrated relevant experience and qualifications (45%), compliance with project schedules (25%), compliance with project budgets (25%), and overall responsiveness and clarity (5%). The evaluation process may include a short list of finalists, oral interviews worth up to 20 points, and Best and Final Offers at the GLO's discretion.
Resulting contracts will be effective from the date of last signature until August 31, 2027, with potential extension at the GLO's discretion. Cost proposals and detailed work plans are not submitted with the Statement of Qualifications; they will be requested when specific work orders are issued. Contract execution is anticipated by November 30, 2026. The GLO makes no guarantee of volume or usage under any resulting contract, and contracts are contingent upon availability of state or federal funding.
