About this opportunity
The Commonwealth of Kentucky's Transportation Cabinet, Division of Purchases, on behalf of the Division of Equipment, is issuing Request for Bid (RFB) 605 2300000600 to procure one heavy-duty brush chipper for Elliott County. The solicitation seeks a Bandit Intimidator 19XPC or approved equivalent equipped with either a 165 horsepower gas engine or 174 horsepower diesel Caterpillar engine, reverse auto-feed, 35-inch minimum drum with 10-inch dual edge cutting knives, 25-inch wide bottom feed wheel with double teeth, and a 33.5-inch high by 64-inch wide tapered heavy-duty infeed with weld-on pan and deflectors. The equipment must be mounted on a minimum 12,000-pound spring axle with electric brakes, pintle hook hitch, LED lights meeting FMVSS-108 regulations, and a 7-pole trailer plug compatible with Department of Equipment trucks. All deliverables include one operator's manual, parts book, service manual, and an additional complete set of manuals, plus one day of training covering safety, operation, and preventative maintenance; the vendor must also pre-service the equipment to manufacturer specifications. Bids must be submitted electronically through the Kentucky Vendor Self Service eProcurement system by April 3, 2023, at 1:30 p.m. Eastern Time, with delivery required no later than June 15, 2023, to the KYTC Division of Equipment Receiving Shop in Frankfort, Kentucky. Award will be determined using a best-value methodology allocating 95 points to price and 5 points to delivery time, with the tentative award date of April 12, 2023. The equipment must be new, current model year, in first-class condition, and warranted against defective materials and workmanship for at least two years or the manufacturer's current warranty, whichever is longer.
Kentucky resident bidders may receive reciprocal preference equal to the preference given by the bidder's state of residence under KRS 45A.490-494. Additionally, qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and nonprofit organizations serving individuals with severe disabilities may receive preferences of up to 20 percent or 15 percent of maximum points respectively. All bidders must be registered with the Commonwealth eProcurement System prior to submission and must complete and submit the required Annual Affidavit for Bidders, Offerors and Contractors, executed under penalty of perjury and notarized, certifying compliance with Kentucky campaign finance laws. Payment will be made within 30 working days of receipt of goods and invoice, with a one percent monthly penalty applied for payments exceeding 30 working days. Late delivery will result in a one percent daily deduction from the vendor's invoice for each day delivery is missed, unless delays are caused by factors beyond the vendor's control. All bids must remain valid for a minimum of 90 calendar days after the closing date. The contract is subject to F.O.B. Destination Freight Prepaid terms, with the vendor responsible for all shipping costs and freight claims, and is subject to compliance with Kentucky and federal laws regarding taxation, wage and hour requirements, occupational safety, unemployment compensation, and workers' compensation.
