About this opportunity
The City of Torrington is requesting expressions of interest from development companies and real estate investors for redevelopment of the historic Brunswick Factory site at 535 Migeon Avenue, with responses due July 22, 2026 at 11:00 AM. This is a non-binding RFQ; shortlisted respondents may be invited to submit detailed proposals under a future RFP or negotiate directly with the City.
Preference is given to development teams with demonstrated experience in brownfield remediation, historic preservation, and public-private partnerships, particularly those with track records in similarly sized Connecticut municipalities.
The 11.5-acre site contains 12 buildings totaling over 230,000 square feet, located adjacent to the Naugatuck River and a proposed Greenway Trail extension. The property is currently owned by 535 Migeon Ave, LLC; selected developers will be required to negotiate a purchase and sale agreement. Development scenarios presented include a mixed-use village with commercial, maker space, food and beverage, and residential uses; a sports and recreation complex; or an academic and manufacturing campus for light industrial and workforce training.
Responses must include a cover letter, team qualifications, preliminary vision for site reuse, demonstration of financial capacity, and references. Submissions require one original, one exact copy, and one digital copy, delivered to the City of Torrington Purchasing Department, 140 Main Street, Room 206.
The City of Torrington was awarded a $200,000 grant from the Connecticut Department of Economic and Community Development in 2025 to complete environmental assessments, finished in Spring 2026. The City intends to partner with a selected developer to apply for additional DECD brownfield remediation funding and pursue state and federal historic rehabilitation tax credits. Environmental assessments, building feasibility studies, zoning regulations, and market analysis documents are available as reference materials.
A mandatory site tour is scheduled for July 8, 2026 at 11:00 AM. Questions are due by July 15, 2026. Interviews with shortlisted respondents are anticipated to begin August 3, 2026. Respondents must comply with non-discrimination requirements and maintain appropriate insurance coverage naming the City as an additional insured.
