About this opportunity

Broward County is requesting bids for tire shearing services at the Broward County Landfill, with bids due September 25, 2026. This is a fixed-price contract with no set-asides or local preferences identified.

The scope covers shearing of approximately 1,000 oversized off-road tires with diameters ranging from three to five feet into two equal halves using specialized heavy-duty equipment. The contractor must mobilize and commence work within two weeks of purchase order issuance and is responsible for all labor, supervision, equipment, tools, transportation, fuel, and incidentals. Work must ensure complete separation of tire sections with no partially attached pieces, maintain a clean work area, coordinate schedules with the County Representative prior to mobilization, implement proper safety protocols and personal protective equipment, and stack finished tire sections in designated County locations. Pricing shall be submitted on a per-tire basis and must be all-inclusive.

Based on the bid tabulation, four vendors submitted responses ranging from $40 to $85 per tire, yielding total contract costs between $40,000 and $85,000. The General Conditions establish a three-year contract term commencing upon award, with the County holding an option to extend for up to two additional one-year renewal terms, not to exceed five years total.

Insurance requirements mandate Commercial General Liability ($1,000,000 per occurrence / $2,000,000 aggregate), Business Automobile Liability ($1,000,000 combined), Workers' Compensation at statutory limits, Employers' Liability ($500,000 per accident), and Excess Liability or Umbrella coverage. Broward County must be named as an additional insured. All policies must be placed with insurers authorized in Florida with an A.M. Best rating of A− or better, financial size category class VII or greater. Proof of insurance must be submitted prior to award or within three business days of the County's written request; failure to comply renders the vendor nonresponsive.

All responses must be submitted electronically through BPRO. Questions must be submitted through BPRO by the specified questions due date. The County will not consider responses received by other means.
