About this opportunity

The Rose Bowl Operating Company (RBOC) is seeking proposals for a comprehensive management agreement to operate the Brookside Golf Course complex in Pasadena, California. The procurement encompasses three potential components: golf course management, food and beverage operations, and family golf management, with interested parties able to propose on one or all segments. The facility includes two 18-hole golf courses (C.W. Koiner and E.O. Nay), a public driving range, and a 35,000 square foot clubhouse with various amenities. Proposers must demonstrate substantial experience in public golf course and food and beverage operations, with evaluation criteria including technical proposal (25%), qualifications (20%), cost proposal (25%), local Pasadena business preference (5%), and capital investment (25%). A mandatory minimum capital investment of $1,000,000 is required, with additional points awarded for increased capital improvements. The RBOC plans to complete the evaluation process by May 2024, with the selected firm expected to commence services on July 1, 2024, for a contract term ranging from 10 to 20 years, not extending beyond June 30, 2044.

The solicitation does not specify explicit set-aside designations for disadvantaged enterprises, but does allow for individual firms or joint ventures to submit proposals. The RFP indicates potential future developments, including expanding the driving range and adding a 36-hole miniature golf area, with projected financial forecasts showing potential revenue growth from approximately $6,059,609 in fiscal year 2023 to $7,254,666 in fiscal year 2028. Existing infrastructure includes plans for technology enhancements like Toptracer range technology, which could generate an additional $800,000 annually from 20 technologically equipped driving range tees. While no incumbent vendor is explicitly mentioned, the City of Pasadena owns the complex and operates it through the RBOC. Financial projections suggest significant potential, with net total revenues expected to increase from $1,713,815 in fiscal year 2023 to $4,426,613 in fiscal year 2028, indicating substantial growth opportunities for the selected management firm.
