About this opportunity

The Florida Department of Agriculture and Consumer Services is soliciting Statements of Qualifications from licensed general contractors for construction management at-risk services on Project 1178, the Bronson Animal Disease Diagnostic Laboratory Building 1000 Expansion at 2700 N. John Young Parkway, Kissimmee, with submissions due November 19, 2026 at 5:00 p.m. ET to the FDACS Procurement Office in Tallahassee. Respondents must be duly organized and qualified to conduct business in Florida, hold current contractor licensing, and satisfy scrutinized companies certifications, E-Verify registration, and debarment status verification.

The scope covers approximately 31,000 square feet of new laboratory space for histopathology, immunohistochemistry, aquaculture, clinical pathology, parasitology, and toxicology, plus a new animal necropsy suite and a 5,000 square-foot pre-engineered metal maintenance shop. The construction manager provides preconstruction services, including design review, value engineering, cost estimation, and guaranteed maximum price development, followed by construction phase management, staffing, bonding, quality controls, permitting, and competitive bidding of trade contracts. The selected CM must be capable of expeditious mobilization to meet an accelerated timeline. Construction is subject to future legislative appropriation. Appendix I requires a fourteen-item contractor questionnaire covering five years of construction revenue, current bonding capacity, litigation history over the previous five fiscal years, and the ten most recently completed contracts with cost and schedule variances. Joint venture participants must each complete the full form.

Evaluation weighs financial capacity, relevant project experience, preconstruction and construction staff qualifications, project management systems, location proximity to the site, comparable-project references, preconstruction capabilities, bid marketplace effort, mobilization, scheduling, and overall approach. The Department negotiates with the most highly qualified firm and, upon impasse, with successively ranked firms. The contract is governed by Florida law.

A public opening is scheduled for November 20, 2026 at 11:00 a.m. via teleconference. Selected firms will be notified by November 30, 2026, with interviews and presentations anticipated December 8–10, 2026 in Kissimmee.
