About this opportunity
Livingston County, New York is soliciting sealed bids for Broadband Infrastructure Materials under Bid #2025-27 for the Light Up Livingston Municipal Infrastructure Program. The procurement seeks a comprehensive range of telecommunications and fiber optic infrastructure components, including 32 to 200,000 units across 23 line items such as composite concrete handholes, HDPE innerduct, tracer wire, warning bollards, RF locating markers, network interface devices, premises cables, and drop cables. The bid is specifically structured with precise manufacturer and model requirements, with bids due on September 24, 2025, at 11:00 AM local time in the Livingston County Government Center. The contract term is set for one year from the award date, with two estimated material delivery releases planned for November 1, 2025, and April 1, 2026. Bids will be evaluated on a lowest responsible bidder basis, with Livingston County reserving the right to award the entire contract to one bidder or to award line items individually.
The solicitation allows for potential contract availability to other municipalities subject to state law, with the successful bidder able to provide substantially similar goods under the same terms. Bidders must submit comprehensive documentation including completed pricing forms, non-collusion certificates, and specific appendices (A, B, C, and D). Compliance requirements include certifications for non-collusion, Iranian Energy Sector Divestment, and specific insurance provisions. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, the bid includes strict administrative and legal compliance requirements. Pricing must be exclusive of federal and state taxes, with Livingston County recognized as a tax-exempt entity. Though specific budget ranges are not detailed in the documentation, the broad scope of materials and multiple line items suggest a potentially significant procurement value for the county's broadband infrastructure expansion initiative.
