About this opportunity
The Texas Department of Transportation (TxDOT) is requesting bids for skid-mounted and truck-mounted brine sprayer equipment under emergency-purchase procedures under Texas Government Code 2155.137, Solicitation No. 601440000054211, with bids due August 26, 2026 at 3:00 PM Central Time and tentative award August 31, 2026.
The scope includes 195 units in five capacity classes: 200, 300, and 500 gallons for 1-ton trucks; 1,250 gallons for 10-cubic-yard dump trucks; and 1,600–1,650 gallons for 10-cubic-yard dump trucks with gasoline or hydraulic power. Equipment must feature polyethylene tank construction, galvanized steel frames, stainless steel corrosion-resistant components, electric-start gasoline engines with cast-iron centrifugal pumps, and spray bar systems with specified nozzle coverage. All equipment must be new, first-class condition, and include a 12-month parts-and-labor warranty on materials and a one-year workmanship performance warranty. Delivery to 19 TxDOT locations across Texas (Sugar Land, Yoakum, Bryan, Brownwood, Beaumont, Atlanta, El Paso, Fort Worth, Paris, Childress, Tyler, Lufkin, San Antonio, Corpus Christi, Pharr, Austin, Lubbock, Amarillo, and Odessa) must occur during business hours (Monday–Thursday, 8:00 AM–5:00 PM) unless prior written approval is obtained. TxDOT retains the right to add or delete delivery locations with 10 calendar days' written notice.
Pricing must be submitted on a firm, fixed, all-inclusive per-unit basis with FOB Destination terms; unit prices must include delivery and all freight charges, which cannot be billed separately. Respondents must maintain an A, B, or C vendor performance rating with the Texas Comptroller of Public Accounts, pass documentation review, and certify compliance with federal Executive Order 13224 and debarment status. Respondents may claim tie-breaking preferences for Texas-produced goods, USA-produced materials, service-disabled veteran-owned businesses, recycled materials, and energy-efficient products under Rule 34TAC 20.306. One completed data sheet must be submitted for each unit size proposed; generic responses will render proposals non-responsive. Responses must include the Execution of Bid form and Child Support Obligation Schedule. Multiple contract awards are permitted. No minimum purchase guarantee is provided.
