About this opportunity
San Diego State University is soliciting proposals for Bridge Resident Engineer and Inspection Services for the Fenton Parkway Bridge project located in San Diego County. The procurement seeks a single qualified firm to provide comprehensive construction management services, including full-time bridge construction inspection, materials testing coordination, quality assurance, and project administration. The bridge project involves constructing a 450-foot-long, 58-foot-wide vehicular and pedestrian bridge spanning the San Diego River, with four spans supported by concrete abutments and three in-river piers. Minimum personnel requirements include a California-licensed Professional Engineer with at least two completed California bridge construction management projects and a Lead Inspector with California bridge inspection experience. Proposal evaluation will be conducted by a committee using a point-based system with a maximum of 120 points, assessing technical qualifications such as firm description, similar experience, staff qualifications, project management plans, and special qualifications. Key dates include a questions deadline of November 20, 2025, at 2:00 p.m. PST, proposal submissions due December 17, 2025, at 2:00 p.m. PST, interviews scheduled for January 12, 2026, and anticipated contract award in February 2026.
The procurement strongly encourages participation from Small Business and Disabled Veteran Business Enterprise firms, with potential for up to a 5% preference if certified or if the prime contractor commits to subcontracting at least 25% of the net bid price to small businesses. The service agreement will have a two-year term with fixed hourly rates for the Resident Engineer, Inspector, and other professional classifications, with no rate increases authorized. The total project cost is estimated at approximately $30 million, with hourly rates to be submitted on a Fee Schedule Form detailing direct hourly rates, overhead percentage, profit percentage, and fully burdened rates. The University reserves the right to award the contract in full, in part, or make no award at all. Prevailing wage rates may apply, and the selected firm must comply with California State University Professional Services Agreement terms without modifications. Successful contractors will be expected to begin work prior to the September 2026 construction start to facilitate submittal review and job setup.
