About this opportunity
The City of Lynchburg, Virginia is requesting sealed bids for bridge repairs on Langhorne Road over Blackwater Creek and Ivy Creek, with bids due August 19, 2026 at 3:00 p.m., and an optional virtual pre-bid meeting on July 29, 2026 at 10:00 a.m. EST. Evaluation is on a lowest responsive, responsible bidder basis with consideration given to genuine concerted efforts to utilize Minority and Disadvantaged Business Enterprises.
The Blackwater Creek structure (No. 1848) requires expansion-joint replacement at abutments, bearing-assembly replacement at Abutment B, structural-steel cleaning and recoating, concrete repairs to substructure and deck, epoxy-overlay placement on deck and sidewalk, concrete-parapet color coating, and incidental approach-roadway improvements. The Ivy Creek structure (No. 1847) requires expansion-joint replacement at Pier 1, concrete repairs to beams and substructure, epoxy-overlay placement on deck and sidewalk, concrete-parapet color coating, deck-drain replacement, and incidental approach-roadway improvements. The projects are combined into one repair contract due to similar repair requirements and proximity.
Bidders must demonstrate at least five years of experience in municipal work of similar size and complexity and provide references for comparable projects. The contractor must commence work within ten days of receiving the Notice to Proceed and substantially complete all work within 180 calendar days. Liquidated damages of $1,800 per day apply for failure to meet the completion deadline. Traffic will be maintained at one lane controlled by temporary traffic signals equipped with Emergency Vehicle Pre-emption Transmitters.
Bids must consist of separate line items for each bridge with unit prices or lump-sum pricing. Bidders must submit a certified check or bid bond equal to 5% of the total base bid amount. The successful bidder will provide performance and payment bonds equal to 100% of the contract sum within ten days of award. Monthly partial payments will be made based on certified estimates with 5% retainage held until final completion; contractors may elect an escrow procedure for retainage. Bid clarifications are due in writing to Stephanie Suter at stephanie.suter@lynchburgva.gov by August 12, 2026 at 2:00 p.m.
