About this opportunity

The City of Fayetteville, North Carolina is requesting bids on bridge repair construction at three locations—Hawley Lane, Filter Plant Drive, and Campbell Avenue—under an ITB with bids due August 4, 2026 at 2:00 p.m. local time at City Hall, and a non-mandatory pre-bid conference on July 7, 2026 at 2:00 p.m. The City has established a 10 percent Small Disadvantaged Business Enterprise (SDBE) participation goal for this project.

The scope includes concrete repairs on the underside of Hawley Lane Bridge with hydro-demolition and LMC overlay to the deck surface; epoxy overlay with sand sealer and joint caulking on Filter Plant Drive and Campbell Avenue bridges; and rip rap placement in the stream to prevent scour. The project has an expected duration of 90 days.

Bidders must hold current general contractor licensure in North Carolina and perform at least 40 percent of total contract work with their own organization, except for specialty items and work sublet to SDBEs, which are deducted from the total bid amount. All bids must include a Schedule of Participation detailing proposed subcontractors and documenting good faith efforts to meet the SDBE participation goal if the 10 percent threshold cannot be achieved. Bid security equal to five percent of the maximum bid price (base bid plus all alternates) is required as an acceptable bid bond, cashier's check, or certified check.

The project is funded by a Public Infrastructure General Obligation Bond. The City aspires to spend 40 percent of eligible contract dollars with Small Local Business Enterprises (SLBEs) and small businesses. Written questions are due July 17, 2026 by 5:00 p.m. (ET) to COFBiddingQuestions@FayettevilleNC.gov. Kimberly Toon, Assistant Chief Financial Officer-Procurement, serves as the primary contact at kimberlytoon@fayettevillenc.gov or (910) 433-1942. Bidding documents are available at https://www.fayettevillenc.gov/City-Departments/Finance/Purchasing/Bid-Opportunities.
