About this opportunity
The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, is requesting quotations for bridge paint—moisture cure 2 & 3 coat urethane paint systems—on behalf of the Department of Transportation, with quotations due December 3, 2019 at 4:00 p.m. EST.
The scope covers moisture cure urethane paint primer with 100% solids and low VOC formulation, penetrating epoxy primer rated for marginally prepared steel or concrete surfaces, with minimum 60% volume of solids and low gloss finish. Bidders must provide product data sheets, Safety Data Sheets with part numbers, and warranty information. Deliveries span eleven State facilities: Scarborough, West Gardiner, Augusta, Dixfield, Wilton, Carmel, Bangor, Hancock, Pembroke, Houlton, and Presque Isle, with additional options for unspecified locations and local pickup arrangements available. All shipments are FOB Destination unless pickup is elected; the State is exempt from federal, state, and local taxes on articles not for resale and quotations should not include these taxes. Vendors must accept the State of Maine Procurement Card as a form of payment without surcharge.
The initial contract term runs January 1, 2020 through December 31, 2020, with two optional renewal periods of one year each (2021 and 2022). The State reserves the right to make one or multiple awards based on best value determination. Evaluation considers conformity with specifications, delivery dates, and the State's best interest, with final award based on the lowest price among conforming bidders. The State reserves the right to reject the lowest bidder if documented poor performance or contract termination occurred within the past five years. A quarterly sales report must be submitted to the Division of Procurement Services within 30 days of each calendar quarter end.
