About this opportunity
The Maine Department of Transportation is soliciting bids for bridge crew clothing rental under a contract effective immediately through September 30, 2014, with bids due December 30, 2013. This is a statewide rental service supporting approximately 98 full-time and 8 part-time employees across five regional maintenance facilities engaged in lead-based paint and silica removal on bridges.
The scope comprises four coverall types with specified material compositions: 100% cotton anti-static, 65/35 polyester-cotton blend, 65/36 speedsuit blend, and 6-ounce aramid fiber with static-dissipative properties. All garments must be available in sizes 38–54 (men's) and small through 2X-large; vendors must provide on-site sizing, fitting, and initial uniform assignment. Delivery is 11 sets per employee per week on hangers grouped by employee, with specialized cleaning capable of handling lead paint dust. All transportation and delivery charges are F.O.B. Destination, prepaid by the contractor. Pricing is quoted per employee per set per week and must remain firm throughout the contract term. The State reserves the right to award to the lowest-price bidder meeting specifications and offering best value.
The contract includes three optional one-year renewal extensions at the State's discretion. Vendors must submit a completed bid spreadsheet and Code of Conduct affidavit by December 30. All questions must be submitted in writing through the Vendor Self Service system at least 48 hours before the deadline. The contract requires payment of a quarterly anti-sweatshop fee of 1% of total quarterly purchases to the State Treasurer within 30 days of each quarter end, accompanied by a detailed breakdown report by department. The State accepts the Maine Procurement Card as the required payment method with no surcharges permitted. For lost or destroyed rental garments, contractors are compensated using a depreciation formula applied equally through the lesser of 18 months or garment lifespan. Kathy Paquette, Procurement Manager, is the sole contact for bid questions.
