About this opportunity

The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, is requesting quotations for breast pumps and related accessories on an as-needed basis, with quotations due January 29, 2019, under RFQ issued in cooperation with the State of Vermont as a cooperative purchasing vehicle for state agencies and political subdivisions in both states.

The scope encompasses breast pumps, collection and storage containers, manual and electric pumping systems, specialty feeding devices, carrying cases, and consumable supplies, with over 130 line items organized by manufacturer (Medela and Hygeia). Bidders must submit cost responses in Excel format via the AdvantageME Vendor Self Service system and complete required appendices including bid cover page, debarment form, Maine Business and Economic Impact Consideration Form, and municipality political subdivision and school district participation certification. All goods must be quoted with FOB Destination shipping terms at the bidder's cost.

The combined estimated annual expenditure is $126,801.53 across Maine and Vermont. The Master Agreement initial term runs March 1, 2019 through February 28, 2021, with two optional one-year renewal periods through February 28, 2023, subject to continued funding and satisfactory performance. Bidders must commit to accepting orders from political subdivisions and school districts at quoted prices and notify the lead state of new or discontinued products.

Evaluation will be on a best-value basis considering conformity to specifications, delivery timeframes, and price, with the lowest-priced conforming bid receiving award preference. A 10 percent maximum price reduction is available for bidders demonstrating Maine business and economic impact, calculated on Maine resident employment percentages and economic contributions including tax payments and payroll. Vermont contract provisions require general liability insurance with minimum $1,000,000 per occurrence and $2,000,000 aggregate limits, workers' compensation coverage, and naming Vermont and its agencies as additional insureds.
