About this opportunity
The Escambia County School District is seeking proposals for a bread product delivery contract to school cafeterias, with the initial term running from July 1, 2025, through June 30, 2026, and an optional one-year renewal period through June 30, 2027. The procurement solicits direct delivery of various bread products, including whole wheat bread, hamburger rolls, slider rolls, hoagie rolls, and flour tortillas, with estimated quantities ranging from 500 to 50,800 packages. Proposals will be opened on May 16, 2025, at 1:30 p.m. CST, with evaluation scheduled for May 23, 2025, and School Board approval anticipated on June 17, 2025. The evaluation will be based on four key criteria: quality (30 points), service (20 points), value-added service (10 points), and total price (40 points). Vendors must meet specific nutritional requirements, including whole grain content, sodium levels, and weight specifications, and comply with Buy American provisions requiring domestically produced or processed products. Deliveries are expected to occur between 6:15 a.m. and 10:00 a.m. directly to individual school cafeterias, with the district reserving the right to adjust quantities and delivery schedules as needed.
The solicitation does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. Vendors must submit various certifications, including documentation for a drug-free workplace, e-verify compliance, and civil rights statements. While no incumbent vendors are specifically identified, the contract requires potential bidders to demonstrate comprehensive capabilities in bread product production, nutritional compliance, and reliable direct delivery logistics. The RFP does not provide a specific budget range or total contract value, but the varied quantity estimates suggest a potentially significant annual procurement volume. Interested vendors must be prepared to meet stringent nutritional standards, provide consistent and timely deliveries, and offer competitive pricing across multiple bread product categories. The contract's two-year potential duration (initial term plus optional renewal) indicates the district's intent to establish a stable, long-term relationship with a reliable bread product supplier.
