About this opportunity
The Bayside Realty Consortium (BRC), a California-based public agency consortium, is requesting proposals for on-call geotechnical professional and technical services for federally funded and non-federally funded projects throughout the state, with proposals due November 10, 2026.
CABE (Certified Women-Owned Business Enterprise) requirements apply under Appendix C. The scope encompasses geotechnical investigations, site characterization, soil and rock testing, foundation design recommendations, slope stability analysis, groundwater evaluation, and technical report preparation for infrastructure, development, and remedial projects. Services are delivered on a time-and-materials basis with rates for senior geotechnical engineers, project engineers, and technical support staff. Direct expenses including laboratory testing, equipment rentals, and travel costs are reimbursable. Prevailing wage requirements apply where applicable on federally funded projects.
The contract is structured as an on-call arrangement with an initial term and specified renewal options, allowing consortium member agencies to request services on an as-needed basis. The estimated annual volume is approximately $500,000 to $1,000,000, though actual services vary based on project needs. Contract term is anticipated to be three years with potential renewal at the County's discretion.
Work authorization occurs through task orders. The contract accommodates both small and large-scale projects with flexible staffing arrangements. Federal contract provisions (Appendix D) govern federally funded work, including Davis-Bacon wage requirements, equal employment opportunity provisions, environmental compliance certifications, and federal procurement standards. Non-federally funded projects comply with California state and local regulations.
Evaluation is based on qualifications, experience, technical approach, and pricing. Preference may be given to firms with demonstrated experience on similar California projects, particularly those involving federal funding from Caltrans or other state agencies. Bidders must complete all required forms per Appendix B and submit uniform application materials demonstrating compliance with California contracting regulations and federal requirements for federally funded components.
