About this opportunity
The Puerto Rico government, specifically Shared Health, is seeking to procure a Brand-Specific Mass Spectrometer - Matrix-Assisted-Laser-Desorption-Ionization-Time-of-Flight (MALDI-ToF) Biotyper Equipment through a unique procurement process. This solicitation is designed to confirm the absence of competitive alternatives for the specified equipment, with an identified "Intended Supplier" as the primary vendor. The procurement opportunity was posted on August 1, 2025, with responses due by August 18, 2025. The primary objective appears to be acquiring a specialized scientific instrument, likely for medical or research purposes, with a focus on verifying that no other suppliers can provide equivalent equipment or services. The procurement process is explicitly not a standard competitive bidding event, but rather a validation of sole-source procurement. Respondents are advised that any costs associated with preparing a response will be entirely at their own expense, and the submission does not create a binding commitment.
The solicitation includes a notable preference for Canadian and Non-US suppliers, which represents a unique approach to vendor selection. No specific set-aside designations for disadvantaged enterprises are explicitly mentioned in the document. The procurement appears to have no defined budget range or award value disclosed in the current documentation. Potential respondents should understand that if no competitive responses are received, or if only the Intended Supplier responds, no further competitive processes will be initiated. The document emphasizes that this request is not intended to pre-qualify suppliers for future procurement opportunities. Respondents are cautioned that their submissions will not be considered binding, and they will bear all associated costs and liabilities. The procurement is specifically tied to Shared Health's procurement policies and applicable trade agreements, suggesting a complex and carefully structured acquisition process.
Opportunity text
The Coordinating Entity requires a particular good, service or equipment, as outlined in this document (the "Product") and has identified one Supplier (the "Intended Supplier") to provide the Product. The Coordinating Entity has reason to believe that only the Intended Supplier is able to provide this Product. The purpose of this Request is to confirm that there is no competition for this Product. Please be advised that the purpose of this Request is not to pre-qualify Suppliers for an upcoming competitive procurement process, if any. Any Response submitted to this Request will not be considered as binding on the Supplier. All costs and any liabilities incurred by a respondent including (without limitation) those associated with the preparation of a Response to this Request will be borne entirely by the respondent. In consideration of Shared Health's procurement policies and applicable trade agreements, for this solicitation, preference will be given to Canadian and Non-US suppliers. If this Request confirms there is an absence of competition for the Product (i.e. no suitable Responses received or only a Response from the Intended Supplier received), no further competitive processes will be issued.
