About this opportunity
Greenville County, South Carolina is seeking Construction Engineering and Inspection (CEI) Services for the Bracken Road Widening Project through Request for Qualifications (RFQ) #22071. The project involves widening Bracken Road from Augusta Road (US-25) to Piedmont Highway (US-20) from two 9' lanes to three 12' lanes, encompassing drainage and utility improvements along approximately 17 acres. The county requires a third-party CEI services provider to ensure the project is completed on budget, on time, and with accuracy. Proposals were due by March 31, 2022, at 3:00 pm, with a tentative award date of April 7, 2022, and an anticipated Notice to Proceed on April 21, 2022. The evaluation criteria are equally weighted at 16.7% per category and include: responsiveness to RFQ, past performance, familiarity with SCDOT and county practices, proposed staff qualifications, staff availability and readiness, and references. Proposers must submit a comprehensive qualifications package featuring company background, transportation agency practice familiarity, key staff qualifications, SCDOT SWPPP Inspector's Certification, and a Certificate of Insurance.
While no specific set-aside designations or disadvantaged enterprise requirements are explicitly mentioned in the documentation, the county reserves the right to reject any proposals and will require the selected contractor to comply with various legal and regulatory requirements. The sample contract indicates potential for a contract period beginning on the Notice to Proceed, with possible extensions for up to four additional one-year terms, subject to mutual agreement and County approval. Insurance requirements are stringent, mandating comprehensive general liability insurance of $1,000,000 per occurrence, automobile liability insurance of $1,000,000, and statutory worker's compensation coverage. The total contract value will be determined based on the final negotiated agreement, with payment terms specifying invoices will be submitted upon service completion and payment due upon receipt. The project integrates existing utility infrastructure, including power poles, water lines, and storm drainage systems, which will require careful relocation and management during the roadway expansion.
