About this opportunity

The City of Hillsdale's Board of Public Utilities is seeking sealed bids for a general construction project to improve the municipal electric system's Industrial Substation, located adjacent to Uran Street and Hine Drive. The procurement involves comprehensive infrastructure upgrades, specifically installing a new foundation for a 15 kV switchgear lineup, modifying an existing power transformer foundation, and constructing underground duct banks and conduits. The project's primary objectives include increasing the number of 15 kV feeders connected to the 13.2 kV Industrial Substation Feeder distribution system, with plans to implement four 15 kV risers and one riser for distributive generation. Sealed bids will be received until 2 p.m. local time on May 22nd, 2025, at the City Clerk's office, with a public bid opening and reading scheduled for that time. To participate, interested bidders must contact Sonia Wood at SSOE Group to become a registered bidder and obtain official contract documents, with technical questions directed to engineers Jeremy Tausch or Kyle Blosser. A voluntary Teams meeting is planned for April 16, 2025, for which interested parties can request an invitation.

The procurement does not explicitly indicate specific set-aside designations or restrictions for disadvantaged enterprises. Bidders are required to submit a Bid Bond or certified check for 10% of the aggregate bid amount, and the successful contractor will need to provide Performance and Labor and Material Bonds for 100% of the contract price. The City of Hillsdale reserves the right to reject any or all bids and to evaluate the sufficiency and capabilities of bidders, suggesting a comprehensive review process. While specific budget ranges are not disclosed in the documentation, the project involves significant electrical infrastructure improvements that likely represent a substantial municipal investment. The property for the feeder circuit routes is owned by the City of Hillsdale, which may impact potential vendor qualifications and project execution. Bidders are prohibited from withdrawing their proposals for 90 days following the opening date, providing the municipality flexibility in contractor selection and negotiation.
