About this opportunity

Dallas Area Rapid Transit Authority (DART) is requesting proposals for a Blanket Purchase Order (BPO) providing SMS texting service, with submissions due June 4, 2026. Solicitation number 2098574.

The scope comprises a 12-month base performance period SMS service plan with text-to-next-arrival autoresponder functionality, text message service alerts, CAD/AVL integration gateway capability, and a standard keyword package with unlimited subscribers. The BPO includes an allocation of 100,000 text messages for incoming and outgoing communications monthly, with additional messages available at a negotiated rate. Vendors must submit pricing on a unit-price basis with all costs — supervision, labor, equipment, materials, warehousing, freight, and carrying charges — incorporated into the extended price; no subsequent adjustments are permitted unless authorized by additional contract provision.

Delivery timeliness is essential to contract performance; failure to meet specified delivery schedules constitutes grounds for rejection and default termination. All bids must reflect FOB Destination shipping terms with freight costs included in the overall price. DART does not accept FOB Origin or Prepay and Add terms. Payment terms are Net 30, with invoices submitted in triplicate to APInvoices@dart.org containing purchase order number, item description, quantities, unit prices, and extended totals. Payment is due 30 days from receipt of invoice or order, whichever is later. DART is exempt from Texas state and local sales and use taxes; any such taxes included on invoices will be deducted from payment.

The contracting officer retains authority to implement changes through written notice, with equitable adjustments made to contract price or delivery schedule when changes impact seller costs or performance timelines. Claims for equitable adjustment must be submitted within 30 days of receiving the change order. Termination for default or convenience at DART's best interest is permitted. All responses must be submitted through the Supplier Portal (EUNA/Bonfire); Bonfire registration is required to access detailed specifications and the vendor response table.

DART does not typically accept FOB Origin or Prepay and Add terms. **Delivery Terms Notice -** Time and rate of deliveries are of the essence of this order. Seller's failure to deliver at the time and rate specified shall be the basis for rejection and default termination by the Authority (*Dallas Area Rapid Transit Authority*). **Payment Terms Notice -** All vendors are advised that DART's payment terms are Net 30. Invoices shall be submitted (APInvoices@dart.org) in triplicate (one copy shall be marked 'Original"), unless otherwise specified, and shall contain the following information: purchase order number; item number; purchase order description of supplies, services, or construction; sizes; quantities; unit prices; and extended totals. Unless otherwise specified, payment will be made on partial deliveries accepted by the Authority when the amount due on such deliveries so warrants. *Invoices will be paid 30 days from receipt of the invoice or 30 days from receipt of the order, whichever is later, unless other payment terms have been agreed upon in writing.* **Termination for Default Notice -** The Contracting Officer may by written notice terminate this order, in whole or in part, for failure of the Seller to perform any of the provisions hereof within the time periods specified. In such event, the Seller shall be liable for damages, including the excess cost of reprocuring similar supplies or services or completing construction; provided that, if (i) it is determined for any reason that the Seller was not in default, or (ii) the Seller's failure to perform is without his and his subcontractor's control, fault, or negligence, the termination shall be deemed to be a termination for convenience under paragraph 12. As used in this provision, the term "subcontractor" and "subcontractors" means subcontractors, vendors, and suppliers at any level.
