About this opportunity
Dallas Area Rapid Transit Authority (DART) is soliciting a blanket purchase order for Police Individual First Aid Kits (IFAKs) under SKU #LTC-RESP-KTQ-BLK, with proposals due June 1, 2026.
The scope is compact trauma kits measuring 7 inches by 4.5 inches by 1.5 inches, constructed from laser-cut Cordura nylon with QD buckle closure, MOLLE-compatible design, and built-in tourniquet holder compatible with duty belts up to 2.5 inches in width. Each kit fill must contain one CAT tourniquet, one mini compression bandage, one pack of QuikClot Combat Gauze LE hemostatic gauze, one NAR HyFin Vent compact chest seal set, 28fr nasopharyngeal airway with lubricant, XL Bear Claw gloves, and MED PVC cross patch. The requirement is 60 units with a 12-month base performance period.
Delivery is to DART Police Headquarters at 2111 S. Corinth Street Road, Dallas, Texas 75203, via a vehicle equipped with lift gate and floor jack for interior delivery to the DART Police Quartermaster Specialist or Jonathan Armstead. All bids must reflect FOB Destination shipping terms with freight costs included in the overall price. Pricing must be submitted on a unit-price basis with extended-price calculations; the line item price must include all costs associated with delivery, supervision, labor, equipment, materials, warehousing, freight, and all other charges necessary to fulfill supplies and delivery requirements.
DART's payment terms are Net 30. Time and rate of deliveries are essential; seller failure to meet specified delivery schedules constitutes grounds for rejection and default termination. All terms and conditions are governed by Texas law with venue in Dallas County. Offerors must complete, save, and attach the event schedule with their response on the Supplier Portal (EUNA/Bonfire) prior to the solicitation close date.
