About this opportunity
The City of Philadelphia is soliciting bids on a box truck rental for CCOM General Election support under a micro purchase with bids due August 9, 2026. The award will go to the lowest responsive and responsible bidder, and the City reserves the right to award as a whole or by line item, whichever serves its best interest.
Sellers must quote all line items to be eligible for award and may not deliver or provide services until notified by the Procurement Department. Submission occurs through the PHLContracts portal and requires an executed Consent and Authorization Agreement on file prior to bid closing — either attached to the vendor profile at registration or included with the first quote submission. An optional LGBTQ Applicant Data Form is available for vendors to self-identify as LGBTQ-owned or to disclose LGBTQ-certified subcontractors; submission is voluntary and does not impose mandatory participation requirements.
The contract term is 365 days from the effective date, commencing upon issuance of a Purchase Order. The total contract amount cannot exceed $45,000, adjusted annually by the percentage increase in CPI-U from January 1, 2020, to the most recently published index and rounded to the nearest $1,000. All prices must be quoted on an FOB Destination Point basis, net and exclusive of taxes (the City is exempt from federal excise, transportation, and Pennsylvania sales taxes). Quoted prices remain valid for 60 days from submission.
Sellers must maintain Workers' Compensation at statutory limits, General Liability of at least $500,000 per occurrence, and Automobile Liability of at least $300,000 per occurrence, with the City named as an additional insured. Successful sellers are subject to Philadelphia's business tax requirements and must apply for a tax identification number if not already paying applicable taxes. The contract includes standard nondiscrimination, indemnification, ethics, and compliance provisions, with restrictions on city employee involvement in the contracting entity.
