About this opportunity

Maine Department of Transportation is requesting bids on one combination auger, core, and rotary type boring and subsurface exploration drill machine mounted on a trailer, with quotes due August 15, 2012. The machine must be a current production model with at least three years of manufacturer design and production experience and a minimum two-year production history; the specification example is a CME-45C or approved equal.

The drill will perform soil sampling, foundation testing, monitoring well installation, and subsurface exploration work. Equipment must be completely assembled, field tested, and ready for immediate operation upon delivery. The unit must meet U.S. EPA Tier 4i emission certification and be finished in Imron 3.5 HG Cat Highway Yellow paint. Technical specifications span twenty categories covering rotary drive, vertical drive, drill power unit, hydraulic systems, control panels, safety systems, mast, draw works, sliding bases, mud pump assembly, hydraulic hammer, rod holder, leveling jacks, and trailer assembly. Delivery is to Maine DOT Fleet Service at 105 Capitol Street, Augusta, Maine. The successful bidder must provide two days of on-site training within eight weeks of delivery and furnish two copies of the manufacturer's service manual with operating instructions, maintenance procedures, and parts lists.

Maine statute grants in-state preference to in-state bidders or vendors offering commodities produced or manufactured in Maine in the event of tied quotes with equal price, quality, and availability. Awards will be made to the lowest responsible bidder offering best value, with evaluation criteria including quality, conformity to specifications, delivery schedule, parts availability, warranty, manufacturers' performance data, and price. A one-year parts and labor warranty or the standard manufacturer's warranty, whichever is greater, applies from the date the unit is placed into service. All bid pricing must include shipping and delivery. Questions must be submitted through the Question and Answer link on the solicitation details page during the bid period.
