About this opportunity

The Missouri Department of Elementary and Secondary Education (DESE) is requesting bids for occupational therapy services at Boonslick School, part of the Missouri Schools for the Severely Disabled (MSSD) program, with bids due October 27, 2026 at 3:00 p.m. Central Time through MissouriBUYS.

The contractor must hold a current Missouri occupational therapist license in good standing and pass fingerprint background checks, Family Care Safety Registry screening, and E-Verify verification. Liability insurance naming the State of Missouri as an additional insured is required. Vendor registration in MissouriBUYS with "Approved" and "Spend Authorized" status is mandatory for award consideration.

Services comprise direct occupational therapy and consultation for students with severe disabilities aged 5–21, delivered in-school at Boonslick School in St. Peters, Missouri, Monday through Friday, 9:00 a.m. to 3:00 p.m., during regular school hours and integrated within classroom settings. Services follow Individualized Education Programs (IEPs) and are reimbursed only after delivery and Building Administrator confirmation. Additional services — staff training (up to 2 hours per student annually), IEP development assistance (up to 1 hour per student annually), and other consultation (up to 8 hours per student annually) — require prior written approval from MSSD central office.

The estimated scope is 37.5 therapy units per week, where one unit equals 30 minutes of service. Pricing must be submitted on Exhibit C with unit pricing for 30-minute increments. The contract term runs August 1, 2026 through July 31, 2027, with DESE retaining renewal rights for two additional one-year periods at its sole discretion. The contract will be awarded as a Blanket Purchase Agreement.

Contractors must document services within five business days of delivery, register with MO HealthNet if not already enrolled, and complete School District Administrative Claiming random moment sampling surveys as required. Questions should be directed to David Percival at (573) 522-6545 or David.percival@dese.mo.gov.
