About this opportunity
The Maryland State Department of Education (MSDE) has issued a Request for Quotation (RFQ #FY25-DEISES-023 / R00B5600065A) for bone conduction sound processors and related accessories, specifically targeting the Hearing Aid and Language and Communication Video Loan Bank program serving students up to age 21 with hearing loss. The procurement requires six specific bone conduction sound processors with soft bands and Soundarcs: three standard processors, one small brown processor, one medium brown processor, and one large blond processor. All equipment must be new, unused, and include a comprehensive five-year manufacturer's warranty covering repairs, reconditioning, and replacement. Potential vendors must demonstrate a reputation for quality and customer service. The RFQ requires electronic submission through eMaryland Marketplace Advantage (eMMA) by February 12, 2025, at 2 PM EST, with vendor questions due by February 5, 2025, at 2 PM. The contract will have a twelve-month term from the notice to proceed, and award will be made to the most responsive and responsible bidder submitting the most favorable bid price after meeting all mandatory requirements.
The procurement encourages participation from small, minority, and veteran-owned businesses, suggesting potential set-aside preferences or evaluation considerations. Bidders must provide equipment with a minimum five-year loss and damage insurance policy. The total contract value is capped at $15,000.00, with delivery required to MSDE offices located in Baltimore City. While no incumbent vendors are specified, the procurement appears designed to support the ongoing maintenance and expansion of the state's hearing aid loan program for students. The solicitation emphasizes technical specifications and service quality over purely cost-based selection, indicating a focus on providing high-quality assistive technology to support students with hearing challenges. Vendors will need to carefully review the RFQ documentation to ensure complete compliance with all technical and administrative requirements to be considered for award.
