About this opportunity
The City of Philadelphia Procurement Department is soliciting quotes for boltless shelving under a micro purchase, with a due date of November 3, 2026. Quotes must be submitted electronically through PHLContracts by 10:30 a.m. on the bid opening date, and no quotes are accepted after that time. The contract amount cannot exceed $40,000, adjusted annually by the Consumer Price Index increase from January 1, 2020 and rounded to the nearest $1,000. Sellers must quote all items to be eligible, and the City will award as a whole or by line item, at its discretion, to the lowest responsive and responsible bidder.
Vendors designate Local Business Entity (LBE) certification status if applicable. Vendors with subcontractor participation requirements must add MBE and/or WBE subcontractors and commit dollar values to each. The LGBTQ Applicant Data Form is voluntary and creates no set-aside requirement.
Sellers must enter itemized pricing from a provided pricing sheet and answer all mandatory questions. Pricing must be quoted net and exclusive of taxes, as the City is exempt from federal excise, transportation, and Pennsylvania sales and use taxes. Delivery terms are FOB Destination Point. Quotes remain valid for 60 days from submission. The contract term is 365 days from the effective date in PHLContracts, with automatic termination thereafter. No delivery or services may begin until the City issues a Purchase Order and provides written notification. No exceptions to terms and conditions are permitted on SS&E contracts.
Insurance requirements include Workers' Compensation at statutory limits, General Liability at $500,000 per occurrence, and Automobile Liability at $300,000 per occurrence, naming the City as additional insured. Sellers must indemnify the City against losses arising from the seller's fault or negligence.
Before submitting, vendors must pay the Annual Bid Security Fee, Bid Processing Fee, and Performance Security Fee if applicable, and provide proof of payment. Required uploads include an executed Consent & Authorization form, a Certificate of Insurance, and a Bid Bond when applicable. Physical bid bonds and certificates of insurance must be mailed or hand-delivered to 1401 JFK Boulevard, MSB Suite 170, Philadelphia, PA 19102.
