About this opportunity
The Commonwealth of Virginia Department of Forensic Science is requesting bids for boiler spare parts, with bids due September 29, 2026. Award priority is given to DSBSD-certified micro businesses for bids up to $10,000 and DSBSD-certified small businesses for bids not exceeding $100,000, provided the agency determines price is fair and reasonable; if neither set-aside criterion is met, the contract is awarded to the lowest responsive and responsible bidder of any size.
The scope consists of 37 line items of boiler components and control systems, including inspection spare kits for CBT-M 30HP units (quantity 4) and CFC-E Falcon systems (quantity 6), plus gas valves, pressure switches, relays, controllers, flame detectors, combustion air blowers, and associated sensors and electronic components from manufacturers including Honeywell, Kunkle, Dungs, and Danfoss. No equivalent substitutes are accepted; vendors must provide exact part numbers and manufacturers as specified. All equipment must be fully assembled, installed, and ready for use, with complete removal of crating and debris included in the bid price. Delivery is FOB Destination to 8850 Times Dispatch Boulevard, Suite 100, Mechanicsville, Virginia 23116.
Bid price must include all freight and installation charges with no additional charges permitted. All materials and equipment are guaranteed against defects in material and workmanship for 12 months following installation, with repairs or replacements performed at the contractor's expense. Contractors must provide operations and maintenance manuals with wiring diagrams, parts lists, and warranty documentation. The Department may place additional orders during the first 90 days after contract award at the original unit price, with aggregate additional orders not to exceed 100 percent of the originally stated quantity. Bid acceptance period is 120 days from submission. Vendors must participate in Virginia's eVA eProcurement Program and provide electronic or punch-out catalogs for awarded items. Subcontracting is prohibited without prior written consent.
