About this opportunity
The Colorado Department of Corrections is requesting quotes for boiler chemicals and water treatment services at two Denver-area correctional facilities under Documented Quote DQ 2027000048, with quotes due August 31, 2026 at 5:00 p.m. MST and a mandatory site visit on August 24, 2026 at 9:00 a.m. Service-Disabled Veteran Owned Small Businesses (SDVOSBs) incorporated or maintaining a Colorado office and officially certified by the United States Department of Veteran's Affairs are encouraged to submit proposals with required documentation.
The scope encompasses monthly on-site boiler water treatment at Denver Women's Correctional Facility (3600 Havana Street) and Denver Reception and Diagnostic Center (10900 Smith Road), both in Denver. Services include maintenance of chemical levels in three Kewanee boilers (1999, 23,431 lbs./hour steam capacity) and four chillers (two York units from 1998, two TRANE units from 1989); corrosion and scale prevention; monthly water testing and chemical adjustments; and technical support to facility staff. Service technicians must hold technical degrees and certifications in water treatment systems and pass background checks for correctional facility access. One day per month service is scheduled on a pre-arranged basis, with 24-hour response time mandatory for emergency calls. Pricing must be itemized and all-inclusive of chemicals, treatment services, testing supplies, training, technical support, and emergency service calls; per diem, lodging, and travel expenses are not reimbursable.
The initial purchase order term is one year with option to renew for up to four additional one-year periods, not to exceed five years total. Pricing must remain firm during the initial term; the CDOC reserves discretion to include annual price increases not exceeding 2.5% per fiscal year for subsequent periods. Award is based on most advantageous quote to CDOC, with price/cost as primary consideration, along with sample quality and lead time. Questions are due August 28, 2026. Notice of intent to award is anticipated September 3, 2026, with purchase order execution estimated September 9 and anticipated start date September 11, 2026. Bidders must register with Bidnet Direct, complete all required exhibits including Statement of Work response, Required Bidder Information, W-9, Price Quote, Contract Performance Outside US or Colorado form, Non-Conflict of Interest declaration, and Consent to Search form. Vendors failing to deliver services on three separate occasions within agreed-upon timeframes may be disqualified from CDOC solicitations for three years or indefinitely.
