About this opportunity

Bloomfield Public Schools (BPS) in Hartford County, Connecticut has issued a Request for Proposal (RFP 1166) for consultant services to conduct a comprehensive review of existing conditions across the district's eight school facilities, totaling approximately 771,223 square feet. The procurement seeks detailed evaluations encompassing architectural, structural, engineering, mechanical, energy, telecommunications, security, and site components, along with compliance assessments against state and federal regulations, ADA accessibility reviews, basic structural integrity analysis with roof assessment focus, and a facilities capacity and utilization study. Deliverables include energy audit recommendations for capital renewals within the first five years, detailed code assessments identifying readily visible code issues, two in-person presentations with stakeholders (one preliminary to solicit feedback and one final presenting findings), and a comprehensive final report due by May 15, 2026. Respondents must demonstrate at least ten years of experience performing comprehensive facilities evaluations or a minimum of five years assessing educational facilities in Connecticut, and must have completed a minimum of five projects of similar size and scope; consultant references must be based exclusively on Connecticut project experience. The RFP was posted December 9, 2025, with an onsite building tour scheduled for December 19, 2025, between 8:00 a.m. and 12:00 p.m., questions due by January 2, 2026, at 4:00 p.m. EST, and all proposals due by email in PDF format to Silvestre Pereira, Director of Facilities, at spereira@bloomfieldschools.org by Friday, January 23, 2026, at 4:00 p.m. EST. Selection will be based on the most qualified and responsible respondent that best meets the district's needs rather than lowest fee, with evaluation criteria including qualifications, experience, technical approach, and cost; quoted fees must remain fixed for 120 days after the RFP due date.

Minority, Women's, and Small Business Enterprises are actively encouraged to apply, with all vendors eligible to respond to this RFP. BPS reserves the right to reject any or all proposals and has not specified a contract award value or funding source; the district will establish a budget based on proposals received. The selected consultant must maintain commercial general liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 general aggregate, automobile liability coverage of $1,000,000 combined single limit, workers' compensation coverage at statutory limits, and professional liability insurance of $1,000,000 per claim with $1,000,000 annual aggregate. The anticipated project timeline spans approximately six months, with a project start date of February 20, 2026, subject to mutual agreement for extension if needed. Payment terms are Net 30 Days with Free On Board Destination delivery, and the district reserves the right to terminate the agreement at any time, with liquidated damages of no less than $500 per day assessed if timeframes are not met. All proposals, data collected, and documentation produced become the exclusive property of Bloomfield Public Schools.
