About this opportunity
San Bernardino County Sheriff/Coroner/Public Administrator is seeking a body transport services contractor through a Request for Proposal (RFP) issued on December 30, 2025, with proposals due January 30, 2026, at 3:00 PM PST via the County's ePro electronic procurement system. The contract will cover 24/7 body transportation services across eight geographic zones, including Central Valley, High Desert, Mojave Desert, and hospital zones, with an estimated 2,700 annual transport cases. Contractors must provide transportation of decedents from death scenes and hospitals to the County's Central Morgue, with detailed pricing required for all zones using Attachment E. Evaluation criteria will include qualifications and experience (15%), financial review (15%), technical review (50%), cost (15%), and references (5%). The initial contract term is three years from May 1, 2026, through April 30, 2029, with potential extensions of two additional one-year or two-year periods at the County's discretion.
Proposers must meet several stringent qualifications, including providing two years of audited financial statements, three references from similar-sized entities, and proof of insurance coverage with minimums of $1,000,000 for General Liability and Automobile Liability. A local preference of 5% will be applied to qualifying San Bernardino County vendors. Contractor personnel must pass background investigations, including Live Scan fingerprinting, maintain valid California Driver's Licenses, and comply with County security clearance requirements. While no specific budget range is mentioned, the County will invoice fees per service request for Zones 1-4 and hospital zones, with Zone 5 priced at a unit cost per decedent plus IRS mileage rates beyond 50 miles. The County reserves the right to reduce or increase service locations and can terminate the contract with 30 days' written notice. All submitted proposals will become County property and are subject to the California Public Records Act.
