The scope encompasses substructure repairs of a 1,650-foot pier, including cathodic protection systems, concrete patching and crack sealing, pile jackets, removal of three deteriorated end spans (approximately 3,275 square feet), ADA-compliant railing upgrades, solar-powered lighting installation (13 light poles), signage, and vehicular gate construction. The scope includes 21 priced line items. Substantial completion is required within 250 consecutive calendar days from Notice to Proceed, with an additional 30 days for final completion; weather-related extensions are permitted. Liquidated damages are assessed at $2,667 per calendar day for delays beyond the completion timeline.
Bidders must hold a valid Florida state contractors' license and an Escambia County business license. Performance and payment bonds covering 100 percent of the contract value, issued by Florida-authorized sureties, are required and must be recorded at the Clerk of the Circuit Court. A 5 percent bid surety—certified check, cashier's check, or bid bond—accompanies each bid. Insurance requirements include workers' compensation at statutory limits, general liability of at least $1 million per occurrence and $2 million aggregate, business auto liability of $1 million per accident, pollution liability of at least $1 million per occurrence and $2 million aggregate, Protection & Indemnity insurance, and marine pollution liability. All employees and subcontractors must comply with E-Verify requirements. Bids must be submitted as lump-sum pricing with all fees and costs disclosed and broken down, through the Escambia County procurement portal. The County reserves the right to add or delete items based on budget constraints and bid pricing. Questions are due July 15, 2026.
Opportunity text
This project will restore and enhance the pier through comprehensive substructure repairs, including implementation of cathodic protection systems to mitigate corrosion and extend the structures service life. Repairs will address deterioration of piles, caps, and framing elements to maintain structural integrity and public safety. The project also includes ADA upgrades, lighting improvements, and handrail enhancements to improve accessibility, visibility, and overall user safety. The scope may include demolition of the final spans of the pier, depending on contractor bid pricing, where repair is not practical or cost-effective. Overall, the project is intended to preserve the pier as a safe, accessible, and sustainable public asset for long-term community use.
