About this opportunity
The Hawaii Department of Transportation, Airports Division is soliciting bids on asphalt concrete pavement repair services at Oahu District Airports on an open-end, as-needed basis under State Project Numbers BO1740-73, BO2721-73, and BO4722-73, with proposals due October 5, 2026 at 2:00 p.m. HST. Bidders must hold a valid State of Hawaii General Engineering Contractor "A" license or Specialty Contractor "C-3" or "C-3a" license at time of bidding, and a 5% bid adjustment is available for contractors party to apprenticeship agreements under HRS 103-55.6. The project requires minimum 80% Hawaii resident workforce compliance under HRS 103B-3.
Work is performed at three facilities — Daniel K. Inouye International Airport (HNL), Kalaeloa Airport (JRF), and Kawaihapai (Dillingham) Airfield (HDH) — and includes herbicide application, vegetation clearing, crack cleaning and routing, pavement sealing, aggregate base course reconstruction, asphalt patching, seal coat application, sawcut grooves, and airfield marking. All work occurs within the Airport Operational Area under FAA-compliant safety and security protocols, including AOA badges, vehicle permits, radio communication, and hazard marking. The contractor must submit a Construction Safety and Phasing Plan for airport manager approval and maintain site pollution controls per DOTA Best Management Practices.
Performance and payment bonds of $3.5 million each are required initially, with new bond requirements if the contract extends beyond the initial term. Insurance must cover $5 million for Daniel K. Inouye International Airport and $1 million for other airports. Bid security of at least 5% of the base bid and additive alternates is required. A pre-bid conference is scheduled for September 3, 2026 at 9:00 a.m. HST at Daniel K. Inouye International Airport. Requests for Information and substitution requests are due September 10, 2026 at 2:00 p.m. HST. Award is anticipated within 90 days of bid opening. Proposals must be uploaded to HIePRO; failure to submit complete proposals through that portal will result in bid rejection.
