About this opportunity
The Idaho Transportation Department is seeking a brand name exemption for the procurement of Kodak Scanners through a state purchasing process managed by the Division of Purchasing. The procurement is specific to Ada County and involves a targeted acquisition of scanning equipment with a narrow specification that allows only Kodak brand scanners. The department has filed a formal request to exclude alternative or substitute products, giving vendors an opportunity to provide supporting or contradictory information regarding the brand specification. The solicitation was posted on November 21, 2023, with a response deadline of November 27, 2023. Vendors must submit their responses through the IPRO system or via email to the purchasing department. The brand name exemption request process allows the DOP Administrator discretionary authority to approve or deny the exemption based on the agency's demonstrated business needs.
The solicitation does not indicate specific set-aside designations for disadvantaged enterprises or minority-owned businesses. No incumbent vendor information is provided in the documentation, and there are no explicit details about the budget range or estimated contract value for the scanner procurement. The document does not outline specific integration requirements with existing technology infrastructure. The procurement appears to be a straightforward, targeted acquisition of specific scanning equipment for the Idaho Transportation Department. The brand name exemption process suggests that the agency has a particular operational requirement that they believe can only be met by Kodak Scanners, though the specific technical justification is not elaborated in the provided documentation.
Opportunity text
The Idaho Transportation Department has requested a brand name exemption for the purchase of Kodak Scanners. If approved, a brand name exemption allows an agency to specify one brand name only in a procurement and to eliminate bids for any alternate or substitute property. Brand name exemptions are at the discretion of the DOP Administrator. In the interest of transparency, DOP is offering suppliers the opportunity to review this requested exemption and provide relevant information. The decision remains discretionary, and suppliers have no right to appeal the Administrator's decision. Suppliers are invited to provide information that may help the DOP Administrator make a decision regarding this brand name exemption. Please review the Agency's request, attached in the Buyer Attachment section of IPRO. You are invited to provide information that may help support or contradict the claim that the named brand is the only brand that can meet the agency's business needs. Submit your information by attaching it in the Supplier Attachments section of IPRO and submitting your response or emailing purchasing@adm.idaho.gov. To be considered by the Administrator, all information must be submitted prior to the closing date and time listed in IPRO.
