About this opportunity

The County of Orange, Sheriff-Coroner department is conducting a competitive Invitation for Bid (IFB #060-3002705-MB) for the procurement of eight BMW motorcycles comprising three 2026 BMW R1300RT-P models and five 2026 BMW R1300GS-P models, each equipped with law enforcement-specific accessories and packages. The R1300RT-P motorcycles must include GPS preparation, Dynamic Package, US Authority Package, BMW Electronic Siren, Clearwater Erica Lights, and various law enforcement mounting brackets and connectors, with a 36-month or 60,000-mile factory warranty. The R1300GS-P motorcycles must feature the FMS GS Police Package, Jesse Panniers, rifle mounts, Altriker Protection Bars, Clearwater Erica Lighting, black and white police paint, heated seats, electrically adjustable windshields, Dynamic Suspension Adjustment, and Ride Modes Pro technology, with a 36-month or 36,000-mile factory warranty. Bidders must submit firm, fixed-price bids for each line item separately through the County's eProcurement Portal with no "all-or-none" bids accepted, and all bids must remain valid for 365 days following the solicitation closing date. The deadline for submission of questions and clarification requests is January 27, 2026, at 5:00 p.m., and electronic bids are due by February 3, 2026, at 4:00 p.m. County pickup of completed motorcycles is scheduled for on or before June 30, 2026. Required bidder qualifications include a valid DUNS number, Unique Entity Identifier (UEI) number, valid California Secretary of State registration, references from at least three non-County entities, completion of debarment certification and Levine Act campaign contribution disclosure forms, and performance of a Labor and Material Payment Bond and Performance Bond equal to the contract value.

A five percent (5%) deduction for evaluation purposes is available to bidders certified as Orange County Local Small Business (OCLSB) or Disabled Veteran Business Enterprise (DVBE) vendors, with a maximum allowable preference deduction of $100,000; however, if the lowest responsive and responsible bidder holds such certification, the contract will be awarded at the original bid price without deduction. No incumbent vendors or existing contractors are identified in the solicitation materials. The contract is structured as a firm fixed-fee agreement with a one-year term from execution, and profit margins must remain firm throughout the contract period; documented cost increases may be considered thereafter with a minimum of 30 days' advance written notice and no retroactive adjustments. The contractor must guarantee that quoted prices are equal to or less than prices offered to other local, state, or federal government entities for equal or lesser scope services and must maintain a reasonable stock of all commodities for delivery upon request. Payment shall be made within 30 days of receipt of acceptable invoices referencing the contract number and detailing specific line items with unit costs for each motorcycle and accessory. While no specific award value or budget range is disclosed in the solicitation documents, the total contract value will be determined by the sum of the firm fixed-price bids submitted for the eight motorcycles and their associated equipment packages.
