About this opportunity

The Maryland Department of Public Safety and Correctional Services (DPSCS) is requesting proposals for renewal of BMC Control M software licenses and support services through a Purchase Order Request for Proposal (PORFP), with proposals due September 8, 2026, at 2:00 p.m. ET. This procurement is limited to Master Contractors currently awarded under the Commercial Off-the-Shelf Software (COTS 2012) Master Contract (060B2490021); only eligible Master Contractors may submit bids, and a current Master Contractor may submit a Letter of Authorization from the manufacturer with their bid.

The scope includes BMC Control M Base (1 license), Control M Platform Task (450 licenses), and nine AMI products for DB2 and IMS platforms with quantities ranging from 1 to 132 licenses. Installation and training are not required. Bidders must be authorized BMC Software resellers, provide proof of manufacturer authorization, include MSRP documentation, guarantee virus-free software, and furnish all licensing agreements and terms. Estimated ship dates and lead times must be included. Pricing proposals must remain valid for at least 90 days following bid opening.

The contract term runs from September 29, 2026, through September 28, 2027, with no renewal options. Place of performance is DPSCS-ITCD at 1201 Reisterstown Road, Building F Data Center, Pikesville, Maryland 21208.

A small-business preference applies: small businesses may win if their bid does not exceed the lowest responsive non-small-business bid by more than 5 percent; veteran-owned small businesses receive a 7 percent preference threshold; disabled-veteran-owned small businesses receive an 8 percent threshold. Award will be made to the responsive and responsible Master Contractor offering the most advantageous price. Questions are due September 2, 2026, at 5:00 p.m. ET to Procurement Officer Karen Leatherwood. Proposals must be submitted through the State's eMaryland Marketplace Advantage (eMMA) e-procurement system.
