About this opportunity

The New York State Office for People With Developmental Disabilities (OPWDD) Broome Developmental Disabilities State Operations Office is requesting quotes for fire alarm system replacement at a facility in Owego, Tioga County, with quotes due November 3, 2026 at 5:00 p.m. and mandatory site visit attendance on October 27, 2026 at 10:00 a.m.

This is a public works project requiring prevailing wage payment. All vendors and subcontractors must be registered with the New York State Department of Labor pursuant to Labor Law Section 220-i and submit proof of registration with their quote (NYS PRC number 2026029369); failure to provide registration documentation disqualifies the bid.

The scope calls for replacement of the existing fire alarm system with an Edwards iO64 control panel and installation of addressable smoke detectors, combination smoke/carbon monoxide detectors, manual pull stations, heat detectors, and horn/strobe notification devices throughout the single-family residential building at 338 Barnes Creek Road. Work must comply with NFPA 72, NEC standards, and stamped design drawings. The facility will remain occupied during construction; the existing system must stay operational until switchover, with at least 24 hours' notice and downtime limited to four hours. The contractor must supply all wiring, conduits, materials, and labor; remove and dispose of debris; repair any facility damage; provide shop drawings, point-to-point wiring diagrams, floor plans with device locations, battery and notification appliance circuit calculations; conduct final checkout, programming, and testing; and deliver operation and maintenance manuals, as-built drawings, and a one-year warranty on all supplied equipment from date of acceptance.

Work must be completed within 60 days of award during standard business hours (9:00 a.m. to 4:00 p.m., Monday–Friday). Acceptance testing must be performed in the presence of the Broome DDSO Safety Department. Prior to contract execution, the awarded vendor must submit certificates of liability insurance, worker's compensation insurance, disability insurance, completed lobbying law forms, and a signed Appendix A. Quotes must remain valid for 90 days following the bid deadline. Award will be made to the most responsible and responsive vendor providing the lowest cost while meeting all scope requirements.
