About this opportunity

The Maryland Department of Transportation State Highway Administration (MDOT SHA) is soliciting proposals for renewal of Bluebeam software licensing, installation, training, and manufacturer maintenance under PORFP No. J02P4600100, with proposals due December 1, 2025 at 4:00 PM via the eMaryland Marketplace Advantage (eMMA) e-Procurement system. Addendum No. 1, issued November 19, 2025, removed the original Small Business Reserve set-aside designation because only one authorized Bluebeam reseller operates under the applicable Commercial Off-The-Shelf (COTS 2012) contract (060B2490021); only current Master Contractors awarded under that existing COTS 2012 contract remain eligible to bid.

The scope encompasses three functional areas: FA I (COTS Software) covering 100 units of Bluebeam Revu Standard subscription renewals for existing users (50+ users minimum) with an annual subscription term from December 7, 2025 through December 8, 2026, and 47 units of Bluebeam Complete new user licenses with a 13-month proration from December 6, 2025 through December 5, 2026; FA II (Installation and Training Services, not to exceed 49% of total value); and FA III (Manufacturer's Software Maintenance). The software is used across multiple MDOT divisions, primarily the Office of Highway Development, for design, markup, tracking, and documentation of project plans in a collaborative platform. Place of performance is the MDOT SHA office at 707 N. Calvert Street, Baltimore, Maryland 21202.

Bidders must submit current Manufacturer's Suggested Retail Price screenshots, Letters of Authorization from the manufacturer, estimated ship dates and lead times, and all applicable software licensing agreements. Pricing must be quoted on a per-unit annual subscription basis and remain valid for at least 90 days after the due date. One-time items are billed within 30 days of acceptance; annual items are billed annually beginning within 30 days of contract start. The Department reserves the right to purchase more or less than specified quantities based on available funding and will award to the responsive and responsible vendor offering the most advantageous proposal.
